Research Mobilization Officer, Programs

PRIMARY FUNCTION/PURPOSE
The Resource Mobilization Officer develops and maintains relationships with internal and external constituents to support increasing Episcopal Relief & Development’s access to funding from both the US government and multilateral partners. This includes managing the Request for Application (RFA) and Request for Proposal (RFP) processes from large institutional funders; identifying additional in-country resources; and working with staff, partners and consultants to apply for these opportunities. He/she identifies regional training opportunities for partners on an annual basis, to build capacity in resource mobilization and strategic partnering. The Officer also ensures that reports are scheduled and collaborates with program staff and partners to submit required information for approved funding applications.
PRIMARY RESPONSIBILITIES
- Leads teams in the application and reporting process including, but not limited to, collaborating on proposal development, identifying opportunities for training, writing, submission and follow-up, working with the Senior Director of International Programs, program officers and in-country partners on upcoming opportunities for funding.
- Develops a system of intelligence gathering from formal and informal sources that may be analyzed to provide strategic direction and positioning for Episcopal Relief & Development and its partners in the area of resource mobilization. Shares information as relevant and builds synergies between activities, partners and different project components.
- Identifies and strengthens relationships with local representatives of bilateral funding sources, including U.S. Government agencies responding to disasters, in-country missions (for USAID) and non-U.S. government funding agencies and multilateral funding sources, including, but not limited to, the Country Coordinating Mechanisms (CCMs) for Global Fund to fight AIDS, Tuberculosis and Malaria (GFATM), UNICEF and others in collaboration with the Senior Director of International Programs, program officers and partner teams.
- Develops and maintains relationships with targeted, high-level leaders, NGO partners and staff to increase understanding of Episcopal Relief & Development and its work among peer agencies in collaboration with the Senior Vice President and program staff.
- Develops and maintains system for resource mapping. Provides enhanced engagement for program staff and partners.
- Implements systems to ensure periodic reporting on all business development project prospects for US, international and in-country staff.
- Supports concept papers and proposal writing for foundations, other NGOs and high-worth individuals as identified by major gift officers.
QUALIFICATIONS
Education: Bachelor’s required. MBA, MPH, MPA, International Policy or advanced degree in a related field preferred.
Experience: Minimum of 3-5 years experience in public sector funding. Must have proven track record in government service, lobbying or government relations and securing grants in the non-profit sector. Experience managing budgets. Understanding of partner based field implementation work is a must. Developing country experience preferred.

Ability to manage difficult situations with tact and diplomacy while empowering and supporting, without alienation; Experience with MS-Office; Fluency in English essential; Spanish or French also preferred. Training experience is a plus; Database management experience preferred.
Other Requirements: Ability and willingness to travel up to 20% of the time to global capitals, conferences, etc. Occasional trips to remote field areas. May be required to work long hours and a varied schedule including evenings and weekends.
